Gabon is targeting a staff-level agreement with the International Monetary Fund (IMF) for a new financing programme by the end of 2026, according to a government circular.

The planned agreement comes as authorities seek to strengthen public finances, address debt sustainability concerns and establish a framework for economic reforms. Discussions with the IMF have focused on Gabon's fiscal position, public debt and budgetary priorities for 2027.

An IMF mission visited Libreville from September 14 to 25, 2026, to hold technical discussions with Gabonese officials. The talks examined the country's financial situation and the reforms needed to support a potential IMF-backed economic programme.

Key issues include reviewing tax exemptions, controlling public sector wage expenditure and directing public investment towards national development priorities. These measures are intended to improve public financial management and support macroeconomic stability.

However, the September mission concluded without an agreement, with technical discussions expected to continue ahead of possible formal negotiations.

The end-of-year target signals Gabon's intention to advance negotiations with the IMF as it works to strengthen investor confidence and secure additional financial support. Reaching an agreement will depend on progress in discussions over public debt, fiscal policy and the country's proposed economic reforms.
